Mandarin Education The Mandarin English Education Association of Nova Scotia (MEEANS) is a non-profit organization of volunteers (parents, educators and other community members) dedicated to promoting the learning and understanding of Chinese language and culture for children. MEEANS is registered under the Societies Act of Nova Scotia. Our Association’s primary area of focus is our Mandarin Clubs which are Mandarin After School programs provided in various locations within the Halifax Regional School Board.
